I'm not sure what is currently being done to advertise the forums to get more members, but I could attempt to help out and spread the word. It'd be nice if this became a large community full of fans.

Well, I posted the link on the official Facebook for the 'Miranda Cosgrove Fan Club' and also on the Facebook page for her as a Musician. I also posted the link on her official MySpace; I'm not sure how much traffic that will drive you but we'll see.
